Before renting a car in Lima, stop and reconsider. Aside from the demented drivers and horrendous traffic, parking can be a hassle, and you can get anywhere you need to go with other modes of transport. If you do decide to brave it, remember that most rental agencies also offer the services of a driver. Avis, Budget, and Hertz have branches at Jorge Chávez Airport that are open 24 hours, as well as additional offices in Miraflores.
